SaferGlobe is involved in the extensive international EPON network, which researches the effectiveness of peacekeeping and is coordinated by the Norwegian Institute of International Affairs (NUPI). A significant challenge in measuring effectiveness has been defining and measuring local impacts, especially considering the difficult and complex conditions in fragile areas. Challenges in assessing local effectiveness have partly led to peacekeeping efforts focusing mainly on mandate implementation and resource utilization, rather than on local impacts. However, the primary purpose of peacekeeping is to secure peace for the local population, making it important to develop ways to verify whether this has been achieved. Simultaneously, peacekeeping can be improved by adopting and customizing best practices and anticipating potential problem areas.
Within the EPON network, SaferGlobe has supported the creation of a common methodology and developed suitable technology for the network. Together with the German Center for International Peace Operations (ZIF) and Futurice, SaferGlobe has also developed a digital tool for the project that illustrates the complexity of peacekeeping. This technical pilot, EPOT, aims to demonstrate the multifaceted nature of peacekeeping and to enable qualitative comparisons. The technical pilot was published in the spring of 2019.
