The Global Initiative to Combat Nuclear Terrorism (GICNT) was established in 2006 based on cooperation between Russia and the United States. Its purpose is to prevent the use of nuclear and radioactive materials for terrorist purposes and to prepare for situations where these materials have fallen outside of control.
In SaferGlobe’s report, the role of the initiative in combating nuclear terrorism, its achievements and challenges, as well as the future of the initiative were evaluated. The project was carried out in collaboration between the Finnish SaferGlobe and the Dutch research institute CCSL (Centre for Conflict and Security Law). The report was commissioned by the Ministries of Foreign Affairs of the Netherlands and Finland. Both countries have actively participated in GICNT’s activities: the Netherlands is the chair of the Implementation and Assessment Group (IAG) coordinating GICNT’s operations, while Finland leads one of the initiative’s three working groups (Nuclear Detection Working Group, NDWG). SaferGlobe also contributed to the preparations for the 10th anniversary meeting held in The Hague on June 15–16, 2016.
