The states in fragile regions have limited resources and ability to act. A seemingly isolated and insignificant event can change the situation in one night.

Fragile areas share commonalities beyond the number of risk factors; they also have potentials and opportunities to develop into more stable and democratic areas. Often fragile areas are not limited by state boundaries, so peace building may potentially benefit several different states.
