The report concentrates on exploring the problems of the universalization of the Arms Trade Treaty (ATT): why more than 40 countries have signed the treaty, but have not become States Parties to it? How could the universalization efforts of the treaty be furthered more effectively?
A total of 92 countries had ratified the Arms Trade Treaty by September 2017. In addition to them, there is a group of countries which currently work to become States Parties as soon as possible.
According to the study, the most significant factors which hinder the signatory states from ratifying the treaty are: issues related to security policy, inadequate information about the significance of monitoring and about the systems needed, problems in the flow of information, challenges caused by domestic affairs, and concerns of the defence industry that increase in the monitoring of trade would bring restrictions.
The report introduces a list of recommendations, which individual countries and the international community could utilize to support the universalization of the ATT.
